Abstract

Pharmaceutical distribution networks operate under complex conditions involving demand variability, inventory uncertainty, transportation constraints, limited warehouse capacity, supply disruptions, and strict requirements for medicine availability. These conditions create a need for intelligent resource-allocation systems capable of responding rapidly to changing operational circumstances. Artificial intelligence provides predictive and analytical capabilities for identifying demand changes, shortages, disruptions, and resource requirements, while cloud computing provides scalable infrastructure for integrating and processing information across geographically distributed supply-chain operations. This study examines an intelligent AI and cloud-based framework for resource allocation in resilient pharmaceutical distribution. A conceptual literature-synthesis methodology was employed to examine research on causal resource allocation, artificial intelligence, cloud computing, supply-chain resilience, intelligent scheduling, and healthcare logistics. The synthesis indicates that AI-cloud integration can connect real-time operational information with predictive analysis, resource allocation, scenario evaluation, and adaptive decision support. Counterfactual analysis provides an additional capability by allowing alternative allocation strategies to be evaluated before implementation. The proposed framework integrates distributed pharmaceutical data, cloud-based processing, AI-driven demand and disruption analysis, intelligent resource allocation, counterfactual scenario assessment, and resilience monitoring. The framework provides a conceptual basis for improving responsiveness and coordination across pharmaceutical distribution networks. Future empirical research can evaluate the proposed architecture using real pharmaceutical supply-chain data under normal, disrupted, and emergency operating conditions.
